A: No. #/3382/#'s ability The Power of Evil only affects how much ink you must pay to play him, not his cost. Even if you have 10 character cards in your discard, #/3382/# still has a cost of 10.

A: Yes. Perdita's Come Along, Children ability only plays a character without requiring you to pay their ink cost. All abilities that apply when you play that character still apply.
