A: No, you cannot. Whenever you quest with #/1019/#, you must look at the top two cards of your deck. You do not have to put one of the cards to your hand but regardless of whether you put a card in your hand or not, any card you looked at and did not put in your hand must be placed at the bottom of your deck.
